Restructuration
I suggest changing the structure of this document. Since its title is "Distribution Specific Instructions", I propose that we provide instructions with sections no longer pertaining to the appropriate step, but to the appropriate distribution, e.g.:

You may have to give folks more time or notify prior authors via PM to give them a chance to respond. They may not watch this page or know to look. Though it makes sense to me.
This is exceptional, since I see no reason not to do this rework. This is just a notification more than a question or a warning. I was also impatient to start work on this one.
